§ 17-16. Created.

The Winder-Barrow County Parks and Recreation Commission, referred to in this chapter as the "commission," is hereby created and established by and between the City of Winder, Georgia, hereinafter referred to as the "city," and Barrow County, Georgia, hereinafter referred to as the "county," as authorized by Georgia Laws 1946, pp. 152, 154; Georgia Laws 1964, pp. 319, 320; Georgia Laws 1971, pp. 262, 263 (Ga. Code Ann., 36-64-1 et seq.); Georgia Laws 1972, p. 1552, ratified November 7, 1972, and said commission shall be organized and empowered as set out in this article.
