§ 31-6. Use of mails for billing and payment.

All bills and accounts for the amounts charged for water service and water used from the city's water system shall be mailed to the respective consumers, with proper postage affixed and addressed to the consumer at the address where such water service may be furnished; however, neither the city nor its employees shall be responsible for such bills and water accounts not reaching customers, nor for such remittance made through the mails therefor not reaching the city in due time.
